I think that we should endeavour to send
the Governor a definite decision about the R.N.V.R.
plan. It seems to me hopeless to push through such
a scheme in the face of unanimous opposition from
the Unofficials, whose support must be specially
desirable if such a voluntary organisation is going
to be a success.
There is one other point on which I have
added to the draft, namely the possible cost of the
arrangements about mui-tsai see the Secretary of
State's minute of 28/10 on the previous file.
We should, later write to Admiralty
explaining the decision about the local R.N.V.R.,
and to 0.D.C.
